Leah is a restaurant we own and run ourselves. It runs Google Ads every month, the account has been going for over a year, and everything looked fine. And with no male data at all, there was no way to judge whether it was right.

Google said 61% of our missed impressions were down to the ad "not being competitive enough" — which means reshooting dishes and rewriting headlines. But the numbers did not agree: our bidding still had about a third of its headroom unused. The real constraint was budget, not photos. Sort the money first, then talk creative.
